Past Career Experience
A primary shareholder in Binner Valuations is David Binner, MAI, CFA. Mr. Binner has over 35 years of real estate valuation experience which includes major corporations as Equitable Life AXA, GMAC Commercial Mortgage, a larger CPA firm, PKF and a Fuji Bank affiliate, Yasuda Trust and Banking. Extending beyond the corporate experiences, Mr. Binner also served as a senior manager with a smaller privately owned company Cambridge Partners, a business valuation consulting firm. Cambridge Partners' valuation practice areas included business, M & E and real estate valuation with many valuation requests for price allocation which would cover all three valuation areas. Many corporate clients were in central US and included agricultural conglomerates. Mr. Binner’s valuation experience was focused on real estate that included bank real estate appraisal valuation requests (including LIHTC); the corporate real estate valuation requests also included purchase price allocation that also involved agricultural conglomerates.
More recently, Mr. Binner spent over 12 years with a San Francisco based, top 4 national bank serving as commercial real estate appraisal reviewer for a multi-state area. Additional duties beyond commercial appraisal review included part of specialty valuation panel that included affordable housing / LIHTC sector, senior care sector, medical buildings / hospitals sector and then extended to supervising the agricultural real estate valuation practice reorganization for 30 state service area. Within the commercial valuation area, Mr. Binner was within the top 7% in valuation billings for over seven years. As the manager in Agricultural area in 2016, he supervised (5) employees and (2) indirect employees covering 30 states with a lending volume of $400 million and over 220 valuation assignments annually. As manager in the agricultural area, he directly supervised and assisted with the review and implementation of significant revisions to the agricultural appraisal review and agricultural evaluation areas for that bank. The revisions improved shortened timelines for appraisal and evaluation ordering, more robust and comprehensive evaluation process, and a shorter timeline from appraisal / evaluation ordering to a delivery of the appraisal review or evaluation.
Current Duties
Mr. Binner passion for real estate valuation and affordable housing / LIHTC extend to his current duties. At the Des Moines branch of Federal Home Loan Bank, Community Investment Program he is a senior grants analyst for the Affordable Housing Program covering a thirteen-state area. Moreover, Mr. Binner serves as a contract appraisal reviewer with two national Appraisal Management Companies, one located Chicago and one in Ohio outside the FHLB Des Moines area.
Education, Appraisal Institute and Community Service Activities
Mr. Binner received his degree in Accounting from Bob Jones University in Greenville, South Carolina. He passed the CPA exam in 1985. He completed his CFA in 1995 and became a Member of the Appraisal Institute in 2003. He also served on an Appraisal Institute USPAP review committee for two years. He was part of an education panel for the Appraisal Institute that served in development course “Valuation for Financial Reporting”, additionally a past course instructor for the course “Separating Real and Personal Property and Intangible Assets”. He is a past USPAP instructor. Mr. Binner was President of Iowa Chapter of the Appraisal Institute in 2017, and past posts of Vice President, Secretary / Treasurer and Board Member in prior years. Mr. Binner has two registered copyrights with the US Copyright office.
Mr. Binner was also a founding member of Home Forward Iowa, a small 501 (c) 3 that promotes advocacy and capacity building for homeless and affordable housing in Iowa. Mr. Binner has also been a governor appointed member of the Iowa Council of Homelessness and served as past chair on their Public Awareness Committee. He helped organize and supervised Day on the Hill meeting with State of Iowa legislators with keynote addresses by the Governors Branstad and Reynolds and Lt. Governor Gregg in past sessions. Mr. Binner serves as a team co-leader for a monthly mentorship program with State of Iowa Training Facility for adolescent boys located in Eldora for the past seven years.
